There's a new measure in California that is sure to attract national attention and could be one of the biggest political battles in the nation in 2010. A group called the Citizen Power Campaign has filed a constitutional amendment that would prohibit unions from collecting political contributions through the public payroll system. The U.S. Supreme Court upheld a similar law in Idaho as a constitutional exercise of state power.
